BOONE – A Watauga County prosecutor is using a law intended to combat terrorism to fight the spread of methamphetamine laboratories in northwest North Carolina.

District Attorney Jerry Wilson has charged Martin Dwayne Miller, 24, of Todd with two counts of manufacturing a nuclear or chemical weapon in connection with a methamphetamine arrest Friday. Miller also is charged with eight other drug-related offenses.

He was being held in the Watauga County Jail under $505,000 bond.

"This is a two-edged sword," Wilson said. "Not only is the drug methamphetamine in itself a threat to both society and those using it, but the toxic compounds and deadly gases created as side products are also real threats."

In Buncombe County earlier this month, authorities found evidence of a drug lab at a Black Mountain motel.

State Bureau of Investigation agents searched a room at the Apple Blossom Motel on July 7. They found chemicals and glassware used to produce methamphetamines, according to a search warrant.

In May, officers charged a Swannanoa man with operating a meth lab in his bathroom. Paul Wilson, 38, faces four felony drug charges. The Metropolitan Enforcement Group, a local drug enforcement agency, conducted the investigation.

"We’re getting our first shock of it here now," Lt. Scott Allen of the agency said of meth production in May.

The most serious drug charges related to methamphetamine carry much lighter sentences than the weapons of mass destruction law.

The law carries a sentence ranging from 12 years to life in prison on each count. Wilson said he decided to use it while researching ways to slow the advance of methamphetamine into the region.

The law reads, in part, that the term nuclear, biological or chemical weapon of mass destruction applies to "any substance that is designed or has the capability to cause death or serious injury and … is or contains toxic or poisonous chemicals or their immediate precursors."

The chemicals used to manufacture methamphetamine are toxic and highly combustible.

Officials with the N.C. Administrative Office of the Courts and the N.C. Attorney General’s Office said they thought that the Watauga County charges are among the first filed under the weapons of mass destruction statutes.

There is a myth floating around the general community about this one. Often patients will present to their plastic surgeon stating, “It has been 10 years and I was told I need to have my breast implants replaced”. This is not necessarily the case. Breast implants are not like tires which should be rotated every few thousand miles. The only reasons that implants need to be replaced is if there is are problems related to the implant. These problems can range from rupture, capsular contracture or implant displacement. The rates of these complications varies depending on the type of implant. The good news is that in the event an implant does need to be replaced, implant manufacturers currently replace both saline and silicone breast implants at no charge and will sometimes cover surgeons fees as well.

Saline breast implants have a similar silastic outer shell to the silicone implants but the fill material is saline instead of silicone. These have been shown in prospective studies to rupture at a rate of around 3-5% at 3 years and 7-10% at 5 years. This is roughly approximately 1-2% per year of implantation. Saline implants do not have the same riske of “silent ruptures” that can occur with silicone implants. If there is failure of the implant, the breast deflates and it is usually a simple procedure to replace it for a new implant. Because the implant filler does not hold its shape as well as cohesive silicone, there is a greater likelihood of a “fold flaw” (kind of like the crease in a newspaper). The repetitive folding is though to wear out the implant and can lead to a higher risk of rupture. The valve used to fill the implant is another source of risk of saline implant rupture, this is not present in silicone implants. There is a documented decreased risk of capsular contracture with saline implants relative to silicone implants. Newer generations of silicone implants will hopefully have decreased risk of contracture due to the cohesive material causing less “bleed” of silicone oil.

In conclusion, the risk of failure becomes higher the longer an implant has been in place. According the the FDA and the package inserts from the implant manufacturers, implants are not meant to be a permanent device and most patients will need to have them replaced at least once. For saline implants, so long as they do not rupture or cause problems, they never need to be replaced. The same is true for silicone implants, however there is the risk of the “silent rupture”. The FDA recommends frequent MRI studies to evaluate silicone implants to diagnose the silent rupture. This is cost prohibitive for many patients. There may be a recommendation to have silicone implants replaced at a regular time interval when the results of the post approval study come out. For now both saline and silicone implants should be replaced only if they fail.

True leaders are constantly aware of what is going on in their lives and make sure that everything they are doing right now is beneficial to their life’s mission.

To conclude the second part of the Leadership Series I just want to remind you that, in order to be extraordinary and lead an extraordinary life, you don’t need to be Gorbachev, Churchill, King or Emerson. You need to be just a fraction more of what you are right now.

When most people quit smoking, they don’t actually become non-smokers. They become smokers who, depending on their success, are just not smoking at the time. Whichever method they’re using, be it nicotine replacement, pills, or cold turkey, in their minds they are still smokers.

The problem is that people try to treat smoking as a physical addiction, when it’s a mental addiction. You’ll notice that you can easily go for hours without a cigarette, as long as you know that you’ll get to smoke eventually. If it was a purely physical addiction, this wouldn’t be possible.

You’re only as addicted to smoking as your mind wants you to be. You have connections in your mind between certain events (getting off of work, being on the phone, working on a term paper) and smoking that trigger your urge to smoke. In order to truly become a non-smoker, you have to unravel these connections and realize that cigarettes won’t actually help you do anything.

It all breaks down to identifying when you want to smoke and why. If you figure out what causes you to want to smoke (and anticipating the way it affects you) you can easily break free from your supposed need to smoke, since you’ll reduce it to something as simple as, for example, biting your nails or chewing on toothpicks.

When the sun comes out, there’s lots of fun things you can do outdoors as a family. Go out and soak in some vitamin D. Remember to apply sunblock to avoid getting burned though.

#1 Family hike and picnic

Get fit and have fun at the same time. Bring the family out for a hike and picnic. That is one of our family’s favourite activities.

With our sedentary lifestyle, the last thing to do on a clear day is to stay home in front of the TV.

Get up early in the morning and prepare hot dogs, sandwiches, fun snacks and lemonade. Make it a picnic spread the kids will be excited about. Also bring a long a bottle of mineral water for each person who is going. They carry their own water. Don’t forget the picnic mat and raincoats just in case. You could split the picnic stuff amongst you so no one gets overloaded. Bring along wet tissues so you can ‘wash’ your hands with them before eating.

Hike up a hill, or around a lake or reservoir, or a park, or a nature reserve. Whichever captures your fancy. When you have walked enough, or found a scenic spot you want to rest in, spread out the picnic mat and have your picnic.

#2 Fun Fairs

Check the local newspapers for the activities in your area. Check out the fun fairs, food fairs, flea markets and carnivals. There should be more of these in Summer. If the circus is in town, bring the kids there.

Drinks may be expensive, so you would save money if you bring your own.

#3 Kayaking

Summer is the time to indulge in water sports. Get a kayak for the entire family. Make sure everyone wears a life jacket at all times. Dad or another grown up can go out with the little ones. My husband and I brought our kids out kayaking one morning and they loved it completely. Everyone has fun and gets a great arm work out to boot. My younger kid loved it so much that he said that was the best morning ever.
